2010 RECYCLING NEWSLETTER

No. 1 - 2010

 

BOROUGH SPRING & FALL PICKUP FOR LEAVES

 

The spring leaf pick up will begin April 5, 2010 and continue on a weekly basis (Monday pickup) through May 31, 2010.

The fall leaf pick up begins in October and will continue on a weekly basis until the snow falls.  As long-term residents know, we cannot calculate, on the calendar, when the leaves will fall or when the snow is here to stay.  Monday is the pick-up day for leaves.  If Monday is a holiday, leaves will be picked up on Tuesday.

Leaves must be bagged in the GREEN BIO-DEGRADABLE BAGS (EcoSAFE) that are available at the Edinboro Giant Eagle.  No other bag will be accepted for recycling leaves.

IMPORTANT NOTES:   This pick-up is for LEAVES ONLY.  Bio bags containing weeds, grass, sticks, trash, etc., will not be picked up.  If your bio bag contains anything other than leaves, they will be left at the curb for you to dispose of.  No other bag will be accepted for recycling leaves.  

 RESIDENTS ARE PROHIBITED FROM PLACING LEAVES IN DITCHES ALONG BOROUGH STREETS.

SINGLE STREAM RECYCLING IN THE BOROUGH

 

Waste Management’s recycling customers now enjoy single-stream recycling.  ALL of your recyclables can be placed together in the same bin, including newspapers, magazines, junk mail, paper and small boxes without bundling and tying.  No sorting is required!  However, you may want to bundle any item that may blow away or place them in paper or plastic bags.

 Per the Erie County recycling department, all indications show that the convenience of single-stream recycling greatly increases participation and household recovery (usually measured in pounds per household), resulting in the recovery of more recyclable material compared to commingled or source separated.

 GLASS – Includes clear, green and brown bottles and jars. All food and drink containers should be rinsed and unbroken.  NO lids.

 ALUMINUM, STEEL/BI METALLIC CANS – Aluminum food and beverage containers with food debris removed.  Remove and discard the lid.  Labels do not need to be removed.   

 PLASTICS – Plastic containers with the symbols 1, 2, 3, 4, 5, 6, 7 (milk bottles, water bottles, detergent bottles, shampoo bottles, bleach bottles, etc).  Lids and food debris removed.  Labels do not have to be removed.  Also included for recycling are rinsed unnumbered plastic food containers.

 PLASTIC BAGS, NEWSPAPERS, MAGAZINES AND CATALOGS – No hard or soft back books or phone books.

MIXED PAPER - includes writing, colored, bond, typing or copy, computer paper and envelopes.

It does not include paper towels, napkins, tissues, carbon paper, blue prints, wax paper, window envelopes, or plastic wrap, foil gift wrapping paper or paper contaminated by food or other waste

MIXED CARDBOARD - recycle such packaging as cereal, Jell-O, cake mix, gift or shoe boxes, etc.  Remove all liners from the boxes and dispose in your waste. 

NO paper milk cartons, waxed paper, foam egg cartons or mixed cardboard contaminated by food waste or other municipal waste.

CORRUGATED CARDBOARD -

Residential & Commercial - Corrugated Cardboard MUST BE FLATTENED and TIED.   NO PIECE should be larger than three foot square.

2010 HOLIDAY WASTE SERVICE

Memorial Day – Monday, May 31, 2010 – Every service day this week will be one day later.

Labor Day – Monday, September 6, 2010 – Every service day this week will be one date later.

YOU MUST RECYCLE

In accordance with Pennsylvania Act 101, the following items must be recycled:  High Grade Office Paper, Corrugated Cardboard, Aluminum Cans and Leaf Waste.  In addition, businesses must also follow the Borough of Edinboro’s Recycling Ordinance outlined in this newsletter.

Materials NOT Accepted as Recyclables:

●Aluminum trays or foil

Any material with food debris

●Aerosol cans (these were previously recyclable)

Automotive parts  

●Batteries of any kind

●Broken glass, drinking glass, window glass, auto glass

●Clothes hangers, wire

●Computers –See Page 3 Consumer Electronics and Household Hazardous Waste or (Call ECS&R 1-814-425-7773,  Staples 868-9773  or Best Buy 860-8508)

●Detergent boxes – they are plastic reinforced

●Flammable liquids

●Hazardous or toxic substances  

●Household items such as toasters, cookware,      bake ware, electronics, appliances, etc.

●Items containing or having debris and residue containing hazardous or toxic substances such as paint cans with wet paint, stain, motor oil con-tainers, gasoline cans, glue, petroleum products, etc.

●Light bulbs

●Metal 55-gallon drums, metal grease drums, concrete washtubs

●Mirrors, porcelain, ceramics, glass cookware/bake ware, clay pots, microwave oven trays, perfume/cologne bottles

●Motor oil – (Thoro-Tire is an oil recycler- 734-1919)

●Paving materials, stones, rocks, sand, dirt, broken concrete

●PVC piping

●Pallets

●Phone books – The YMCA accepts phone books for recycling

●Scrap metal, flatware

●Styrofoam of any kind

●Tires – (Thoro-Tire is a tire recycler - 734-1919)

●Unnumbered plastics – No toys, dishes, utensils, storage containers, outside furniture, etc.

●Vinyl siding

●Wax coated paper or cardboard

BACK YARD COMPOSTING

Scrap is not waste and recycling is not disposal.  Scrap is manufactured into valuable, specification-grade commodities that are used to make new products.  Waste is material that has no further use and is land-filled or incinerated. Some items that are recycled and reborn are glass jars which become fiberglass material, tiles, new bottles and jar; soda bottles become fleece jackets, fiberfill, carpet and shower curtains; milk jugs become decks, lumber and toys; cardboard, paper, and newspapers become new boxes, greeting cards and newsprint.

MISC. TIPS FOR REFUSE OR RECYCLING DISPOSAL

 

Bar-B-Q Grill & Propane Tank Remove the tank from the grill and break the value off the top so the balance of any gas will escape.

 

Books – Remove the spine of the book prior to recycling. TIP: Donate your books to the Edinboro Manor, Thrifty Threads, Senior Citizen Groups, E.C. Library and/or the school district.

Branches & Wood Posts - All unwanted branches, wood or posts should be cut in 4’ lengths and bundled prior to placing them at the curb for pickup.

 

Car Batteries – Can be taken to Lincoln Metal Processing at 1602 Selinger Ave., Erie, PA.

 

Carpets, Rugs & Pads Must be cut in sections no longer than 4’ in length and securely rolled and tied; weight should not exceed 60 pounds.  Residents may place up to 8 bundles (approx. 300 sq. ft.) of carpet and pad out each week.

 

Christmas Trees All trees over 4’ long must be cut in half.

 

Construction Material Call Waste Management regarding the price and use of a dumpster.

 

 

Freon Air Conditioners, Dehumidifier, Freezers, and Refrigerators – Call WM Customer Service at 1-800-458-0476 & identify yourself as a Borough of Edinboro resident. They will coordinate a date with you as to when a truck will pick up this item for you. There is no need for you to remove the Freon. These items will be taken to the transfer station and disposed of properly.

 

Grass/Pine Needles/Small Twigs/Weeds will be taken by the waste hauler as long as there is no dirt attached and the container supports the weight.  No container should be over 30 lbs. NO LEAVES.

 

Insulin Needles Place in a strong container (coffee can, heavy detergent or milk jug), tape the container closed and mark it “Needles”.

 

Kerosene There is currently no collection program for this item.  The E.C. Recycling Office suggests donating any unwanted kerosene.

 

Lawn Mowers – WM will dispose of lawn mowers but you must remove the gas and oil from the machine and the gas and oil caps.

 

Paint Cans Remove the lid to allow any unused paint to dry.  The paint lid should be placed in the waste.  Place the dried paint can beside your waste container and not in the container.  Cans containing usable paint and not dried will be left at the curb. 

 

TIP To quickly dry unused paint fill the

paint can with kitty litter.  Once dried, discard the kitty litter in the trash and place the paint can beside your trash container.

 

Stains, Turpentine, Varnish – Call ECS&R -  814-425-7773 or (See Consumer Electronics & Household Hazardous Waste).

 

Ordinance No. 506, Chapter 20-4, Section 20-4-6:  All waste or recycling in proper containers must NOT be placed at curbside for collection earlier than 5 P.M. the day before pick up.  In addition, all waste and recycling containers must be returned to the property building line prior to 7 P.M. on your day of pick up.

BURNING

 

Burning of leaves is prohibited.  No person shall cause, suffer, allow or permit burning before 7 A.M. or after 8 P.M.  Exception:  Chimeneas, grills and recreational camp fires.  No person shall cause, suffer, allow or permit burning except in a proper container.  The height of the flame is not to exceed four (4) feet. No person shall cause, suffer, allow or permit any burning unattended, within twelve (12) feet of any building or on any street or alley, or within ay business district.  It shall be unlawful to create a smoke or odor nuisance to adjoining properties.

 

Composting shall be in accordance with Borough regulations, Ordinance No. 506. The burning of leaves and recyclable items is prohibited.
